Error al crear base de datos

Hola!!
He instalado el postgreSQL8.3 y para crear una base de datos me tengo k conectar al servidor verdad?
Pues cuando abro el pgAdminIII y le doy para conectar al servidor (primero me pide una contraseña, supongo k sera k le he metido al instalar verdad?) me da el siguiente error:

For security reasons, PostgreSQL does not listen on all available IP addresses on the server machine initially. In order to access the server over the network, you need to enable listening on the address first.
For PostgreSQL servers starting with version 8.0, this is controlled using the "listen_addresses" parameter in the postgresql.conf file. Here, you can enter a list of IP addresses the server should listen on, or simply use '*' to listen on all available IP addresses. For earlier servers (Version 7.3 or 7.4), you'll need to set the "tcpip_socket" parameter to 'true'.
You can use the postgresql.conf editor that is built into pgAdmin III to edit the postgresql.conf configuration file. After changing this file, you need to restart the server process to make the setting effective.
If you double-checked your configuration but still get this error message, it's still unlikely that you encounter a fatal PostgreSQL misbehaviour. You probably have some low level network connectivity problems (e.g. firewall configuration). Please check this thoroughly before reporting a bug to the PostgreSQL community. "

el pgadmin lo tienes en otro equipo?
ya revisaste el archivo pg_hba.conf?

el pgadmin lo tengo en C/archivos de programa/PostgreSQL/8.3/.....

y el archivo k comentas no lo encuentro...

está en la carpeta data de la carpeta 8.3.

esta bien el pgadmin en c/archivos de programa/... ?
k tengo k hacer para k no me de el error al conectarme al servidor?

Cuando lo leas bien, describeme el ambiente de tu red.

Dirección IP del servidor PostgreSQL.
Dirección IP del cliente donde tienes el PgAdmin.
Equipos de la red, que tendrán acceso al servidor.

Con estos datos, te explico un poco mas donde van las configuraciones de las que te hablo.

Los archivos .conf son archivos de texto plano y abren con cualquier editor de texto.
