You must have the PHP directory in your Path environment variable to allow php to be run from anywhere. To do this:
1. Go to Settings -> Control Panel -> Advanced -> Environment Variables -> System Variables.
2. Select the variable that says Path.
3. Edit the value to include your PHP directory.
4. Try running PHP from anywhere.
ex. C:\> php -v
5. If you see the version text you're all set.
