Validación W3C

Hola,

No sé si este es el apartado más correcto para mi duda, pero puesto que la página web que estoy haciendo es con CSS, he elegido postear aquí.

Estoy aprendiendo a crear mis propias páginas web, y ya hice una primera de prueba, en la siguiente dirección http://antoniosanchez.webcindario.com/index.html , pues bien, quería pasarle la validación W3C para cumplir así todos los estándares pero me dan una serie de avisos y errores los cuales no entiendo.

Algunos ya los corregí, como la imagen de la cabecera que no añadí el atributo alt="algo".

Pero aún hay algunos avisos como el siguiente: No Character Encoding Found! Falling back to UTF-8.

Que no sé dónde debo declarar esa codificación, o por ejemplo:

Line 26, Column 21: document type does not allow element "DIV" here; missing one of "APPLET", "OBJECT", "MAP", "IFRAME", "BUTTON" start-tag

Que no sé a qué se refiere.

Bueno aquí sigo intentando solucionar los distintos errores, he conseguido corregir 1 error más, que era respecto al uso de identificadores y no clases, ya que había utilizado varias veces algún identificador (el de celdatitulo) por lo cual los he cambiado por clases.

Aún así sigo con 4 errores más y 3 alertas...

Agradezco toda la ayuda que podáis facilitarme.

El propio sistema de validación, en algunos casos, da recomendaciones para solucionar los errores.
No se ha indicado la codificación de caracteres del documento (http://html.conclase.net/w3c/html401-es/charset.html):

Todo formulario debe tener un atributo "action" donde se indica el URL al que se enviarán los datos del formulario para ser procesados (http://www.librosweb.es/xhtml/capitu...basicos.html):
