Problemas CSS en mi platilla CMS

Buenas amigos, tengo un problema con el css de mi plantilla de joomla, se que uds me diran que es.... resulta que mi css de mi plantilla que arme yo solo, me hace los siguiente... cuando entro a la pagina, los titulos me aparecen en letras grandes, mientras que cuando entro a cualquier articulo, los titulos de achican al mismo tamaño que el resto del articulo....

Cómo declaras un título en tu página no en el css? es decir, algo asi como <h1>TITULO</h1>????
