php y conectarce a weather

hola soy nuevo en php y necesito conectarme a weather.com y no se como

$url = "htt://xoap.weather.com/search/search?where=";
$ciudad = $_REQUEST['nombre'];
echo $ciudad;

?>

el nombre viene de otra pagina con html

no entendi muy bien, es necesario una idea del entorno

que yo ingreso la ciudad y se conecta a
htt://xoap.weather.com/search/search?where="aqui va ciudad"
y esta direccion me da un resultado
