instalar crt para WS

Necesito instalar un crt para ejecutar un WS pero no se como.

Generalmente el SSL se instala sobre Ip fija pero en este caso al ser para WS me han dicho que
"Web services have no ip whitelisting. We do not need to know the IPs they are coming from.
Finally, there is no DNS component to any of this. Please do not assign IP addresses to the certificate names."

Alguien puede guiarme?

No veo cuál es la relación de esto con PHP, en todo caso, se trata de configuración o administración de un servidor web.
