Funcion mail no funciona

Hola necesito enviar con mail() un correo para prueba con. Estoy usando wamp 5
Primero me mostraba un error de que no tenia configurado el header From de php.ini y lo corregi de modo que me quedo asi :

Uso minirelay para enviar el mensaje pero cuando intento hacer lo en el miniRelay me sale :

Yo no creo que ningún servidor gratuito te lo permita hacerlo

Entonces si tengo cuenta en algun hosting que tiene servicio de email se puede?

Como por ejemplo 000webhost que me funciona con la funcion mail() pero si lo puedo enviar a mi correo hotmail pero en el localhost no ...
