Estructura sencilla para sitios estáticos en PHP

Hola buen tarde
estoy xampp es muy error

sec-inicio.php y sec-contacto.php ¿están en la misma carpeta y lugar que el index.php??

si no están en el mismo sitio es por eso el error... si están en otra subcarpeta, por favor usa la ruta completa desde el índice...
