Error al utilizar Jpgraph

Hola, tengo una duda urgente, estoy haciendo una aplicacion y no se por que me sale este error

Chosen locale file ("lang/en.inc.php") for error messages does not exist or is not readable for the PHP process. Please make sure that the file exists and that the file permissions are such that the PHP process is allowed to read this file.

Y no tengo idea que significa..

¿Donde estas usando esa función? O estas usando una aplicación ya prefabricada?

A mi tab me sale eso cuando utilizo el JpGraph.. aki les dejo el codigo

Aunke creo q tengo q cambiar los permisos algo asi lei.. tengo q cambiar los permisos del php la verdad kisiera q em apoyen jjajaja.. es q noc q hacer...
