Borrar Registro

Saludos tengo un mini sistema q desarrolle el cual uso solo para mostrar noticias pero tngo un problema y es q no se como hacer un boton para borrar y otro para modificar... siempre lo hago directo del mysql... pero quisiera hacerlo por la misma pagina.. tngl el panel de control y deje los botones ahy inactivos.. aqui les muestro
