Como poner una ventana estatica en pagina?

Alguien conoce algun script que me permita hacer esto? que este validado para wordpress y todos los navegadores (en lo posible)
El ejem de lo que quiero es algo asi:

Que tenga la opcion de cerrar.

Si alguien sabe de algun script sea en css o java, es bienvenido.

Bueno, es una buena habilidad saber "robar" codigo javascript, en este caso mirando vi que el codigo es este pegado dentro de <body>......... </body>, por cierto...... no lo probe :$
