Mi web tarda mucho en cargarse

Esta es mi web: www.giavenolegislador.com.ar. Tarda mucho en cargrse. Les dejo el codigo del head, tal vez tenga algo que ver, puede que haya mucho codigo.

Prueba agregar el plugin de W3 Total Cache para que mejore en algo.

Estás usando Prototype, Scriptaculous y jQuery... mucho creo yo. Mientras se carga un javascript el navegador no carga otros elementos hasta que se termine dicha descarga.
Busca plugins que usen la misma librería, creo que jQuery está bien, hay bastantes.

une todos los .js en un solo archivo (minimizado y envia en gzip - lo mismo para los CSS) o dos archivos: uno en el header y uno al final del body.

unificar es basicamente copiar el contenido de todos los archivos .js a un solo archivo.
Minimizar (ingles: Minify) significa eliminar todo lo que sobra, como lineas en blanca, saltos de linea y comentarios, ademas de reducir el tamaño del codigo en si.
Si te bajas firefox con firebug y PageSpeed tendras una opcion para minimizar los archivos, tanto css como js (tambien esta para html, pero no sirve para blogs).

Usar sprites tambien puede mejorar considerablemente la velocidad de carga de tu pagina.

es como que faltan cosas en el header.php que no se donde estan?

los plugins pueden modificar el header, por lo tanto lo que no sale en la plantilla, se añade en <?php wp_head(); ?>
