| me olvidaba, si es una pagina con frames, en el html donde tenes el frameset, debes especificar a cada frame el scrollcon el atributo scrolling, tenes opcion "no" "yes" y "auto"
ejemplo:
<frameset rows="100,*">
<frame src="archivo.html" scrolling="no" name="algo">
<frame src="archivo2.html" scrolling="auto" name="algo2">
</frameset>
