Not sure I understand the question, exactly.

WordPress.org is a hosting site for many free plugins and themes.
Anybody can upload their free code to the site and after reviewing it, will list and host it. The plugins are available for download by any WordPress installation (currently around 50 million), and can be used by anybody for any purpose.

But as for "promotion", well, just uploading a plugin to the directory doesn't make people know about it. Search can only go so far. So yes, it does help to promote your plugin if you want people to use it.

So, the conclusion is: when I launch a new plugin of wordpress I will need promote it in all my channels, if not I will do not have any installation, I'm ok?
