Eso es uno de los problemas de la entrada de Oracle.

Hay mucho lío con el tema de las licencias, pero en realidad todo el mundo lo está usando como si no hubiese problema. Parte de la confusión entiendo que viene por la diferencia entre desarrollar una aplicación y modificar el código de la JVM o la JDK.

De todas formas tienes OpenJDK que sí es GPL
