Bueno, para ejecutar dicho comando necesitas dos cosas:
a) Tener PHP instalado y accesible desde el PATH
b) Tener Composer instalado, o al menos descargado para ejecutar
Ahora, si dices que sale un error, ¿es mucho pedir que lo compartas?
Es imposible brindar mas orientación si esperas a que adivinemos con precisión lo que recibes.
Ya logre instalarlo, pero ahora cuando ejecuto la aplicacion, me aparece esto:

En mi httpd.conf, uso WAMP
cambie de:
AllowOverride None
a
AllowOverride All
Alguien me ayuda?
