Cómo creo otros usuarios (que no sea administrador)

Hola!..
quisiera saber como hago para crea otros usuarios
le doy donde dice Create New account
ingreso mi usuario y mi e-mail

me aparece este error.

pero al mismo tiempo me aparece este mensaje

que dice que esa cuenta creada esta pendiente en aprovarla (por el administrador)

y si tiene q aprovarla el administrador.. como la apruebo???

esto funciona con algun modulo o algo especial??

o tiene q estar la pagina alojada en un servidor web para q pueda funcionar???
