No geany no tiene autocomplete para CSS. Yo tambien busque algo pero no encontre nada.
Hola nucklear, encontré esto, es una solución a medias pero es calidad
En:

Te vas a encontrar con lo siguiente:
1)Te descargas
http://download.geany.org/contrib/ta...ndard.css.tags
seguramente se descarga en forma de standard.css.tags.txt, lo renombras a standard.css.tags
2) en la cosola cd ~/.config/geany/tags/
3) Mueves el archivo a esa carpeta.
4) reinicia el equipo.
5) abre un .css que que exista y escribe "bord" y te aparcera el auto completar para las etiquetas: border
