Steam ships, Breach loading rifles, percusion caps, air-rifles/muskets etc etc. All were items that *could have* been developed earlier than they were or, theoreticaly, developed to be more reliable than they were.
You have to do the research and development to get the item, it doesnt just get handed to you. Also research has a social cost. The more educated your nation the more that people expect from you. Unsuccesful wars, poverty, new ideas and the inevitable social change they bring all cause unrest.
Remaining in control requires some management and control of your citizens expectations (Theatres, inns, bawdy-houses, pleasure gardens and military represion etc). Just building your research facilities and researching as fast as you can isn't a good method of progression. Of course you could just have a revolution and go with the revolutionary cause but that has a cost too.
Also, unlike previous games, not all units can be mass produced, some have limits on their numbers ". Espero que no se les vaya demasiado la pelota con tantas unidades anticronológicas.

In a multiplayer battle (which is now managed through Steam’s matching service) we played as the Dutch allied with the Spanish against a British and French fleet, and discovered it was far more effective to coordinate an attack on a single enemy ship and batter it with the full range of cannons, rather than take the full brunt of the enemy armada at once. Wind, too, plays its part; real-world sailing experience will pay off when tacking into a headwind.
