Problema con autenticacion de usuarios

Tengo el siguiente código php para autenticar el acceso a una pagina solo para usuario registrado con nivel pautante....

lo que pasa es que cada vez que el usuario refresca la pagina "asi este logueado" lo devuelve al "index.php" no se que es lo que pasa... quien me pueda ayudar muchisimas gracias...
