Instalacion de Oracle

Hola
Estoy tratando de configurar la base de datos de Oracle y solamente me falta el ultimo paso. Estoy tratando de buscar dentro de
Computer Management -> Local Users and Groups.
Pero no encuentro Local Users and Groups

Solamente me aparecen los siguientes:
->Event Viewer
->Shared Folders
->Performance Log and Alerts
->Device Manager

Me estoy basando en las instrucciones de la pagina de Oracle, ya instale la base pero al llegar a este punto me atoro

An existing user can be used or a new user can be created. This topic shows you how to create the operating system user oracle and make the user part of the ORA_DBA group:

Note: The following steps outlined were done in a Windows XP environment. The steps will be slightly different in a Windows NT or 2000 environment.

1. Click Start > Settings > Control Panel. Select Administrative Tools.
2. Select Computer Management.
3. Select Local Users and Groups.

Necesito saber como puedo arreglar este pequeño inconveniente.
Estoy usando Microsoft XP Home Edition SP2
