me cancelaron el traslado de dominio

El dominio tiene mas de 3 meses de vida.
Escribi a godaddy explicando que queria traspasar el dominio a otra empresa ya que los de namecheap tampoco sabian decir que estaba ocurriendo. Me contestaron lo siguiente pero no entiendo a ver si alguien puede explicar o traducir
