HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Servic es\TermServices\Parameters
y borra lo siguiente
Certificate
X509 Certificate
X509 Certificate ID
reinicia el servidor,
en el cliente
borra lo siguiente
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\MSLicensing
Reinicia el cliente,
vuelve a HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\MSLicensing y agregale permisos a todos los usuarios.
Recuerda exportar el registro antes de hacer algun cambi9o
