#derecha {width:149px; height:300px; float:right; border-left: 1px solid black; background-image: url(Images/mapa-argentina/mapa.gif);}
proba cambiarlo por
.derecha {width:149px; height:300px; float:right; border-left: 1px solid black; background-image: url(Images/mapa-argentina/mapa.gif);}
y asignarle un class="derecha" la capa con el id=derecha
